Helmets Rules Change: Central Government’s big decree regarding helmet, BIS’s big step

Bureau of Indian Standards- BIS, taking strict action on the construction and sale of helmets without certification, has urged customers to use only BIS-certain helmets. The government’s consumer affairs department and BIS have said that the safety of people is most important for it. At present, there are more than 21 million two -wheelers on the roads and under the Motor Vehicles Act 1988, a two -wheeler driver is mandatory to wear helmets but the importance of helmets depends on its quality.

According to BIS, it has also launched a campaign against poor helmets to protect people and under this, he has conducted more than 30 search and seizure campaigns while testing more than 500 helmets in FY 2024-25. He also says that inferior or low quality helmets compromise on safety, so they fail to provide protection to the consumer. To deal with this problem, a quality control order was implemented from 2021 under which it is mandatory for all two-wheelers to wear a certified ISI-identified helmet under BIS standards.

BIS says that he regularly monitors factory and market to implement quality standards. In the last financial year, over 500 helmet samples were tested and over 30 search and seizure campaigns were carried out for misuse of BIS standard mark. In a campaign in Delhi, more than 2,500 non-non-contributing helmets were seized from nine manufacturers whose licenses were abolished or canceled. He said that the government is strict in this campaign, so about 500 poor helmets were seized as a result of similar action at 17 retail and roadside places, which are undergoing legal proceedings.

In order to increase road safety across the country and to protect consumers from inferior helmets, the Department of Consumer Affairs had written to the district officials to start a campaign across the country. The department had urged the district officials to take personal interest in the matter and launch a special campaign to ensure enforcement of quality control order. Its results were encouraging, especially in Delhi NCR region and this campaign is spreading in other areas as well.

BIS is also running a public awareness campaign to wear helmets for road safety. Under this, earlier this year, a successful road show was also organized to distribute ISI-Mark helmets in Chennai and launched an awareness campaign to promote the adherence to safety rules in partnership with local traffic officials. The campaign has been carried forward with the cooperation of various media channels, social media outreach and civil society, which is raising awareness about security through ISI-Mark protective helmets.

The Department of Consumer Affairs says that the government is committed to consumer protection and road safety and under this, by removing poor quality helmets from the market, safety is to ensure the sale of high quality products by providing security to people.
