- Wednesday was historic in the monsoon session of Bihar Legislature when Labor Resources Minister Santosh Kumar Singh unanimously passed the four important Bills related to labor and employment after unanimously passed Chief Minister Nitish Kumar, both Deputy Chief Ministers Samrat Chaudhary and Vijay Sinha, and congratulated the people of the state. These bills will not only protect the rights of workers, but will also prove to be a milestone towards empowering the youth of the state and giving new employment opportunities.

- Bihar platform based gig workers (registration, social security and welfare) Bill-2025
- Bihar Shop and Establishment (Employment Regulation and Service Condition) Bill-2025
- Factory (Amendment) Act-2025
- 1. Jannayak Karpoori Thakur Kaushal University Bill-2025: Youth will get global training
- Under this bill, the Bihar government has passed a resolution that a Central Skill University will be established, named after the great socialist leader Jananayak Karpoori Thakur. The institute will integrate the industrial training institutes (ITI), polytechnic colleges and skill development centers across the state and bring it into an integrated structure.
- Main characteristics:
- Quality courses and training programs
- Innovation, research and entrepreneurship promoted
- Modern system of certification and evaluation
- Skill -based empowerment to youth under “Seven Determination” scheme
- This university will not only strengthen technical education, but will also increase entrepreneurship and employment opportunities. This bill has received approval from the Department of Law, Finance and General Administration.
- 2. Bihar platform based Gig Kamgar Bill-2025: Gig workers will get rights and security
- This bill is a big step for Gig workers, ie food delivery, cab driver, freelancer etc. In this, arrangements have been made to provide registration, unique ID and social security to all the workers associated with Gig Economy.
- Major provisions:
- Welfare Board is formed, which will be chaired by Labor Minister
- Registration of platforms and aggregators mandatory within 60 days
- Each gig worker will get unique ID
- ₹ 4 lakh on accidental death, ₹ 16,000 for hospitalization more than a week, and ₹ 5,400 assistance on less duration treatment
- 90 days maternity leave during pregnancy and delivery to women workers
- The bill is a revolutionary initiative towards organizing the state’s Gig economy and giving respectable rights to the workers.
- 3. Bihar Shop and Establishment Bill-2025: Flexibility and Safety in Employment Terms
- The Bill has been approved by canceling the old Act of 1953, which ensures new rights, better functioning conditions and flexibility for employees working in urban and rural business establishments.
- Main Provision:
- Payment of salary on time and payment through bank transfer
- Equal opportunity and welfare facilities for women employees
- Establishments can now be open 24×7 (seven days, round the clock)
- Hour and facilities of work:
- Maximum work duration 48 hours a week
- Employees can now work 10 hours in 5 days or 11.5 hours in 4 days
- Facilities like toilets, drinking water, infant care room, first aid kit mandatory
- This bill will prove to be effective in strengthening social security and health facilities of millions of employees working in the private sector.
- 4. Factory (Amendment) Act-2025: Flexibility and additional income for industrial workers
- Through this amendment, necessary changes have been made in the 1948 Factory Act so that workers can get more options, more time and additional earning opportunities.
- Main changes:
- Flexible time of work – 5 days a week, 10 hours per day
- Alternatively 4 days, permission to work 11.5 hours per day
- The maximum weekly limit of 48 hours will remain
- This will increase productivity and overtime will benefit the laborers.
