Understand single transferable vote method

Article 66 (1) of the Constitution provides that the election will be conducted according to the proportional representation system by single transferable vote method and in such an election the voting will be done by secret ballot paper. In this system, the electoral has to inscribe preference in front of the names of the candidates. Preference can be marked as an international, in Roman form, or any recognized Indian languages of Indian numerals. Preference is only to be marked in digits and will not be indicated in words. The electorate can mark as many preference as the number of candidates. Whereas, it is mandatory to mark the first prefererance for the valid of the ballot, the marking of other preference is optional.

To mark the opinion, the Commission will provide a special pen (PEN). This pen will be given to the electors while handing the ballot at the polling station by the specified officer. The electors only have to mark the ballot from this particular pen and not from any other pen. If voted using another pen, the vote will be invalid at the time of counting.
