New Delhi: The Supreme Court has issued an important order on Monday in view of the increasing attacks of stray dogs in Delhi-NCR and deaths due to rabies. The apex court has ordered all stray dogs to be kept in shelter in 8 weeks from Delhi-NCR. The court has said that all stray dogs of Delhi-NCR should be picked up from residential areas and kept in shelter homes. The court has also warned that whatever organization or person obstructs this work, the strict action will be taken against him.

On this decision of the apex court, Animal Rights activist Gauri Moulekhi said, “This order will affect 10 lakh animals, very tragic. The Supreme Court is canceling the other party without listening to the other party. This order will be challenged. This order will be challenged. The existing shelters in the country will be run only by NGOs and private institutions. The court also did not consider the results of the sudden removal of stray dogs.

“Do not include any kind of feelings”

This order is the Supreme Court Justice J.K. B. Pardiwala and Justice R. The bench of Mahadevan has been given. The bench said during the hearing that she is taking this step in public interest, so no feelings should be included in it. Justice Pardiwala said, “We are not doing this for ourselves, but for public interest. Therefore, no feelings of any kind should be included. Action should be taken as soon as possible.”

The court said that at present, forgetting the rules, all the dogs should be taken from the areas and taken to the shelter home. The court made it clear that only the arguments of the central government will be heard on this subject and the petition of any other side, even animal lovers will not be heard.

Court instructions regarding shelter home

Following the directions of the Supreme Court, the Delhi government has said that it is committed to implement this order on time. The court has directed the Civil Authorities of Delhi-NCR, including Delhi, Noida, Ghaziabad and Gurugram, to immediately build a shelter home and take dogs there.

The court said that these shelter homes should have professional people who can handle dogs, sterilize and vaccinate them. In addition, CCTV cameras should be installed to ensure that no dog escapes from there. The court also said that no dog will be allowed to adopt, so that the officers can complete their work to keep them in the shelter home.

“Can’t put your children’s lives at risk”

Giving his opinion on the matter, Solicitor General Tushar Mehta said that a place was identified to keep dogs in Delhi, but animal rights activists had banned it. Mehta told the court, “We cannot risk our children’s lives only because of some animal lovers.”

The court has also empowered civil authorities to form a dedicated team, so that this work can be done efficiently. The court has stated in its order that the situation is very serious and needs to be taken immediately.

Concern also expressed over the availability of rabies vaccine

Apart from this, the court has also expressed concern over the availability of rabies vaccine in its order. The Delhi government has been instructed to provide detailed information of places where the vaccine is available, how much is the vaccine stock and how many people come for treatment every month.

According to official data, between January and June this year, 49 cases of rabies and 35,198 animal bite were reported in Delhi. According to the World Health Organization (WHO), rabies kills around 60,000 people every year, out of which 36% occur in India.
