Delhi CM presented the report of FY 2023-24, 55% fall in revenue surplus

In the monsoon session of the Delhi Assembly, Chief Minister Rekha Gupta on Monday presented a report of the year 2023-24 of the Comptroller and Auditor General (CAG). According to the report, the revenue surplus (revenue surplus) of the Aam Aadmi Party (AAP) Delhi government declined by 55.30% to ₹ 14,457 crore to ₹ 6,462 crore. According to PTI news, the Chief Minister laid two major reports related to the Financial Accounts and Grant Accounts on the Table of the House. These reports have analyzed the government’s budgetary management, financial accountability and the quality of expenditure deeply.

Revenue declines, but gross state domestic product strong

According to the CAG report, despite the fall in revenue receipts, Delhi’s GDP (GSDP) has increased by an average of 8.79% in the last five years. In FY 2019-20, the GDP was ₹ 7.93 lakh crore, which increased to ₹ 11.08 lakh crore in 2023-24. In 2023-24 alone, the GDP recorded an increase of 9.17% in the GDP. The total budget outle of Delhi government has also increased continuously. It increased from ₹ 64,180.68 crore to ₹ 81,918.23 crore in 2019-20 to ₹ 81,918.23 crore in 2023-24, which shows an average growth rate of 7.14%.

Delhi government’s fiscal deficit decreased

Similarly, the revenue expenditure increased from ₹ 39,637 crore (5%of GSDP) to ₹ 50,336 crore (4.54%of GSDP). The expenditure was a part of 81% to 83% of the total government spending, and recorded an average annual increase of 6.51%. The report also revealed that the Delhi government’s fiscal deficit fell from ₹ 4,566 crore to 2022-23 to ₹ 3,934 crore in 2023-24. However, the difference between revenue and expenditure reflects increasing financial stress in front of the government.

₹ 3,500 crore fund was useless

Delhi Chief Minister Rekha Gupta on Monday presented an important audit report of the Comptroller and Auditor General (CAG) in the Assembly. The report exposes extremely low spending on irregularities and their welfare in the registration of construction workers in the capital, while between 2019 and 2023, the government had a fund of more than ₹ 3,500 crore.
