On Saturday, an official statement said that the Department of Consumer Affairs and Bureau of Indian Standards (BIS) appeal to consumers across the country to use only BIS-certain helmets. The department also called for strict action against manufacturing or sales of helmets without BIS authentication.

Safety of intelligence first

The Department of Consumer Affairs has said that more than 21 crore two -wheelers are running on Indian roads, so the safety of riders is paramount. The department reiterated that under the Motor Vehicles Act, 1988, it is mandatory for two -wheeler to wear helmets and selling inferior and illegal helmets is an agreement with direct security. The government said that a quality control order is applicable from 2021, under which ISI-mark helmets certified under BIS standards for two-wheeler drivers are considered valid. By June 2025, there are 176 helmets manufacturers across the country who have a valid BIS license.

According to the department, many helmets being sold at roadside and irregular shops are free from compulsory BIS certification, which puts the life of common consumers at risk and causes a major cause of deaths in road accidents. To ensure quality standards, the Bureau of Indian Standards (BIS) regularly monitors factories and markets and runs a search and seizure campaign on violation of rules.

License canceled

During the last financial year, the government took strict steps to curb the substandard helmets. More than 500 helmet samples were tested, which led to several cases of misuse of BIS standard mark. In this sequence, more than 30 search and seizure campaigns were conducted across the country. As part of a major campaign in Delhi, more than 2,500 illegal and substandard helmets were seized from 9 helmets manufacturers. The licenses of these companies were either expired or canceled. In addition, about 500 substandard helmets were also seized from 17 retail shops and roadside vendors. Earlier, the Department of Consumer Affairs had written to all District Collectors (DC) and District Magistrates (DM) to start a nationwide campaign and instruct strict action against the manufacturers and shopkeepers selling non-non-access helmets. Along with this, local offices of BIS have been asked to live in constant coordination with the police and district administration and play an active role in action.
