It was first announced by Prime Minister Narendra Modi in the Independence Day speech on 15 August 2019. The Cabinet Committee on Security (CCS) approved the creation of the post on 24 December 2019, and General Bipin Rawat was appointed as India’s first CDS on 1 January 2020.
In fact, this idea was first placed by a high -level review committee evaluating the performance of the Armed Forces after the 1999 Kargil War. However, it remained on paper for years. The panel strongly recommended the appointment of a CDS, ensuring strategic communication and operations without interruption in services. But it was only under the leadership of Prime Minister Modi that this significant improvement was implemented.
