Becoming an IAS officer is not only considered a prestigious achievement, but it is also an important responsibility related to social responsibility and nation building. Every year millions of youth start trying to fulfill this dream, but only a few people reach this peak. So when a senior and successful IAS officer decides to leave his job and walk on some other path, it is surprising to the people and it becomes difficult to digest it and when that path is of a creative world like filmmaking, it increases even more surprising. In fact, the job of IAS officer is placed in the category of safe, secure and respectable jobs, in such a situation, it is like losing a stable life, but the person who is going to talk today, did this for cinema love, which surprised everyone.
When IAS loves cinema
This is the story of Papa Rao Biyala, of a person who took a courageous decision to fully adopt a stable and influential administrative career. Papa Rao, once known as BVP Rao, was a 1982 batch IAS officer. He had studied law from Osmania University and contributed to administrative services in many parts of the country for about three decades. As Assam Home Secretary, he took responsibility from 1994 to 1997 and also served in Kosovo under the United Nations Mission in 1999. He later became a policy advisor to the Telangana government, which was the equivalent of the cabinet minister.

Tom Alter shows the way
But there was a creative soul behind this strong and busy administrative life, which was waiting to make her dreams come true. In the late 90s, his friend, well-known actor and painter Tom Alter introduced him to director Jahnu Barua and it was here that the film trip started. After this, Papa Rao also did a diploma in film production from the New York Film Academy in 1996. His first documentary ‘Willing to Sacarifice’ received the National Award, which proved that he is not just a bureaucrat, but also a sensitive and thinking filmmaker.
Completely fascinated, left job
Although after this creative effort he returned to administrative services again, but the inner fire was not extinguished. He finally resigned from the Sports Authority of India in 2020 and fully adopted the film production. In 2023, his first feature film ‘Music School’ came, with Shriya Saran and Sharman Joshi in the lead roles. The film shows balance between children’s creativity and pressure from the education system. The audience and critics appreciated its emotional presentation, although the film could not get commercial success, perhaps the lack of publicity and the absence of big stars.
What is Papa Rao’s say
In an interview, Papa Rao said that while administrative responsibilities have to plan the Prime Minister’s visit or an emergency, making a film seems relatively less complicated than them. Now that they have gone ahead in the direction of filmmaking completely, they are also preparing for their next film. However, he has not yet made any formal announcement in this regard.
