The government said in Parliament on Tuesday that it is taking special transparent steps in subsidy transfer to domestic LPG consumers. Union Petroleum and Natural Gas Minister Shri Hardeep Singh Puri, while giving this information in a written reply to a starred question in the Rajya Sabha, said that the government is constantly trying to ensure transparent and inclusive transfer of subsidy. Puri said that several initiatives implemented by the government such as the Pahal (DBTL) scheme, base-based verification, biometric authentication, and unqualified or duplicate connections have been identified and removed and removing them, due to all these efforts, the system of target subsidy transfer has been strengthened.

According to the news, Puri also said that these initiatives have not only brought transparency in the distribution of subsidy, but have also ensured that fake beneficiaries have been ensured to benefit the right consumers. He said that to improve consumer empowerment and service transparency, IVRS/SMS refill booking system has been implemented in all LPG distributors across the country. Under this system, consumers receive SMS notifications at major stages like refill booking, cash memo generation and refill delivery, allowing them to track their transactions and report in the event of wrong or not getting wrong.
Oil Marketing Companies (OMC) have launched the delivery authentication code (DAC), which is sent to the consumer at the time of the cash memo generation via SMS and it is necessary to share with the delivery personnel at the time of delivery, ensuring certification.
In such a situation, there is also a provision for action
To regulate the distribution of LPG, Puri reported that the government has notified “liquefied petroleum gas (supply and distribution regulation) order, 2000”. Additionally, oil marketing companies have designed “marketing discipline guidelines” to follow by LPG distributors. These guidelines provide for punitive action against the distributors found involved in misconduct. In all established cases of irregularities in the marketing of LPG, action is taken according to the provisions of marketing discipline guidelines or distributor contracts.
