New Delhi. A decision may be taken soon on the demand of increasing the scope of creamy layer of Other Backward Classes (OBC). The central government has started discussions on this issue with OBC organizations.
According to the current indications, the limit of creamy layer can be increased to Rs 12 lakh. At present the OBC creamy layer limit is Rs 8 lakh, which has not been increased since 2017. Earlier it was reviewed every three years.
Maharashtra government gave proposal to the center
Meanwhile, the Maharashtra government has also proposed to the Center to increase the scope of OBC creamy layer. However, even before this proposal, the central government was working on this issue. The Ministry of Social Justice and Empowerment of the Central Government has also discussed this issue with OBC organizations.
OBC organizations demanded increase to 15 lakhs
OBC organizations have demanded to increase the scope of creamy layer to Rs 15 lakh. He says that considering the way inflation and people’s income have increased, this increase would not be less than Rs 15 lakh.
Issue also raised in parliamentary committee meeting
This issue of creamy layer also came up in the parliamentary committee meeting held last month. The committee had taken the ministry officials to task over the delay in this. At present, salary and agricultural income are not included in determining the creamy layer of OBC. Only the income from business is included in this. Those falling under the creamy layer are not given the benefit of OBC reservation.

People of OBC category falling in the creamy layer do not get the benefit of reservation in government jobs and educational institutions. The provision of creamy layer has been made so that only the deprived people get the benefit of reservation. At present, families with annual income of more than Rs 8 lakh are considered part of the creamy layer. Apart from this, children of officers working in Group A and B services also come under this. Besides, children of doctors, engineers and lawyers also come under this category.
