  • The Department of Alcohol Prohibition, Products and Registration has started the process of scanning old registry records on online platforms under a comprehensive scheme. With this initiative, not only the documents will be safe, but the real owner of the land will also be available in one click. The first phase is expected to be completed by the end of July 2025, digitizing more than 5 million documents between 1990 and 1995.
  • Digitization of more than 4.17 crore documents will be completed in three phases
  • According to the department’s plan A total of 4 crore 17 lakh documents Will be converted into digital form. This process will be completed in three stages:
  • First stage: Scan and uploading records between 1990 and 1995 (work is in progress)
  • Second stage: Digitization of about 2.23 crore documents from 1948 to 1990
  • third step: Bringing about 1.44 crore documents online between 1908 and 1947
  • Even older land records are present with the department since 1796. Keeping them safe is not only technically challenging, but has also become necessary in view of increasing land disputes.
  • Digital security of old documents will be a new spine of legal evidence
  • According to the department, more than 99% of the total documents are related to land. These paper records can deteriorate over time or also disappear. Digitization will not only keep them permanently safe, but will be able to use them immediately when needed – so that a strong base will be prepared as legal evidence in cases of land disputes.
  • Download facility will also be available at home
  • Inspector General Registration Rajneesh Kumar Singh informed that after digitization, any citizen will be able to see and download the land documents online from his house. This feature will prove to be extremely useful for the elderly, disabled and remote people. The department is carrying out the scheme “on a war footing”.
  • Documents will be public due to three-level process
  • Three major stages are being adopted to digitize documents:
  • Scanning: All old paper documents are being scanned in high quality.
  • Data entry and uploading: Information about scanned files is being recorded in digital format.
  • Public access: In the final stages, all these documents will be available on the portal for the use of the public.
  • This will not only make it easier for ordinary citizens to find documents, but will also reduce the burden on the employees of the registry office. At the same time, there will be a big decline in the possibility of fraud or manipulation by the land mafia.
  • Future preparation-accurate and safe geo-recorded
  • This initiative will connect Bihar with the Digital India campaign and lead it towards a tech-capable and transparent administration. When the record of every land is safe, certified and easily available, the number of land disputes in the state may fall.
