Dehradun, 18 October (HIST). Efforts to implement the Uniform Civil Code (UCC) law in Uttarakhand have intensified. On Friday, the committee formed to make the rules has submitted its draft to Chief Minister Pushkar Singh Dhami at Vishwakarma Bhawan located in the Secretariat. The Chief Minister said that soon the date will be fixed in the Cabinet meeting for effectively implementing this Act in the state.

The ‘Rules and Implementation Committee’ formed under the chairmanship of retired IAS Shatrughan Singh for the implementation of the Uniform Civil Code Uttarakhand Act in the state, on Friday handed over the draft of the rules prepared in both Hindi and English versions to Chief Minister Pushkar Singh Dhami at the Secretariat. On this occasion, committee chairman retired IAS Shatrughan Singh, member social worker Manu Gaur, Doon University Vice Chancellor Prof. Surekha Dangwal, Additional Director General of Police Amit Sinha and Local Commissioner Ajay Mishra were present.

According to the information, this manual has mainly four parts. In which the procedures related to registration of marriage and divorce, live-in relationship, birth and death registration and succession related rules are mentioned. Keeping in view the accessibility of the general public, a portal and mobile app has also been prepared for this, so that all the facilities of registration and appeal etc. will be available to the general public through online medium.

On this occasion, Chief Minister Dhami said that the rules of the Uniform Civil Code Act have been handed over today. There are mainly four parts in this manual. In which the procedures related to registration of marriage and divorce, live-in relationship, birth and death registration and succession related rules are mentioned. He said that soon in the Cabinet meeting, the date will be fixed for effectively implementing this Act in the state. For this, training will also be given to officers and employees. Keeping in view the accessibility of the general public, a portal and mobile app has also been prepared for this Uniform Civil Code, so that all the facilities of registration, appeal etc. can be made available to the general public through online medium.

He said that everyone should get equal justice in Devbhoomi Uttarakhand. The bill has been made keeping in mind the empowerment and security of women. Soon this Act will be implemented. After independence, Uttarakhand will become the first state in the country, which will have the distinction of implementing Uniform Civil Code. He said that the government will now study the rules. This law is for equality for all, no one needs to worry. The government invites everyone’s suggestions and is ready for amendments. He said that this law is for equality for all. Along with Devbhoomi, Uttarakhand is Veerbhoomi. This state is adjacent to two international borders. The people of Devbhoomi have given the mandate. This law is not being brought to harass anyone.

It is noteworthy that Chief Minister Pushkar Singh Dhami had announced to implement UCC in the state before the 2022 assembly elections. After winning the 2022 elections and becoming the Chief Minister again, Pushkar Singh Dhami had formed an expert committee to draft the Uniform Civil Code. The draft of the Uttarakhand Uniform Civil Code prepared by the expert committee was passed in the state assembly on February 7, 2024. After the President’s assent to this Bill 2024, the Uniform Civil Code Uttarakhand 2024 Act was passed on March 12, 2024. To make rules and implementation, a Rules and Implementation Committee was formed under the chairmanship of retired IAS Shatrughan Singh. It is proposed to implement Uniform Civil Code Act in the state. It is expected that as per the announcement of Chief Minister Pushkar Dhami, the state government can implement the Uniform Civil Code (UCC) law on or before the State Foundation Day on November 9.

On this occasion, Vice Chairman Infrastructure Monitoring Council Vishwas Dabur, Additional Chief Secretary Anand Bardhan, Principal Secretary RK Sudhanshu, Secretary Shailesh Bagoli, Vinay Shankar Pandey, Special Secretary Ridham Aggarwal, Director General Information Banshidhar Tiwari were present.
