Instructions for organizing mock drill

Tensions between India and Pakistan are increasing after the terrorist attack in Pahalgam in Jammu and Kashmir. India is fully engaged in preparations to deal with any situation. Meanwhile, the Union Home Ministry has asked all states to drill mock drills on 7 May. A large -scale civil defense mock drill has been directed to organize a large -scale civil defense mock drill in 244 identified districts across the country, whose main objective is to prepare citizens to deal with emergency situations like war, especially air strikes or other attacks. This drill will focus on training citizens to safety measures, withdrawal procedures and emergency response.

The primary goal of this mock drill is to prepare citizens to remain calm in the event of air strikes or other attacks, take safe shelter and follow the instructions issued by the administration. This exercise will be important especially in strategic sensitive districts of states adjacent to the Indo-Pakistan border such as Jammu and Kashmir, Punjab, Rajasthan and Gujarat. This mock drill will be held up to the village level, in which fire fighting services, home guards and civil defense organizations will participate actively.

Guidelines for citizens-

  1. The sirens that warning of an airstrikes during the mock drill can ring. It is necessary to understand that it is a practice, so there is no need to panic. Listen to the sound of the siren, keep calm and follow the administration’s instructions.
  2. When the siren rings, immediately move away from the open areas and take refuge in a safe building, house, or bunker. If you are outside, enter the nearest building and practice reaching a safe place within 5–10 minutes of siren ringing. If bunkers are available in your area, go there.
  3. During the mock drill, there will be a practice of ‘crash blackout’, in which all lights will be discontinued, so that it is difficult for the enemy to target. Cover your home windows, skylight and doors with black clothes or other materials, so that no lights go out. Turn off the lights while driving on the road and stop the vehicle, as directed by the administration.
  4. Civil defense training will be imparted to citizens and students in mock drills. It will be taught ways to protect yourself in the event of an attack. Participate in training and get information about what to do in emergency. This will include the bunkers’ hiding, first aid and practice of withdrawal plans.
  5. There will be a practice of withdrawal plans in mock drills, in which people will be taken to safe places. Follow the administration’s instructions and remain calm during the withdrawal. Discuss with your family in advance about the withdrawal plan and keep knowledge of your nearest withdrawals and safe space.
  6. Pay attention to TV, radio and government alerts. Important information will be broadcast by the administration during the mock drill. Avoid rumors and get information from official sources only.
  7. The utility of emergency kits can be explained during mock drills. This should include water, drought food, first aid kit, flashlight, battery, copy of important documents, additional clothes and blankets. Make sure this kit is easily available.
  8. Cooperate with local administration, civil defense volunteers and police. If you are associated with a civil defense or home guard, understand your responsibilities and help others. Work closely with neighbors and community, so that all people are safe.
  9. Explain the children about the drill in advance so that they do not panic. Tell them about the process of siren and blackout. Help the elderly and people with special needs so that they can reach a safe place.
  10. Do not believe unconfirmed news coming from social media or other sources. Follow the instructions of government channels and local administration only.
