He took this step in protest. Jirwal was opposing the granting of Scheduled Tribe (ST) reservation to the Dhangar community.

The protesters demanded that the Dhangar community should not be given Scheduled Tribe reservation and should seek services under the PESA (Panchayat Extension to Scheduled Areas) Act.
