He took this step in protest. Jirwal was opposing the granting of Scheduled Tribe (ST) reservation to the Dhangar community.

During this time, many tribal MLAs came down to the safety net of the second floor of the ministry. They were raising slogans and protesting. The protesters demanded that the Dhangar community should not be given Scheduled Tribe reservation and should seek services under the PESA (Panchayat Extension to Scheduled Areas) Act.
